EnableVirtualRealityOnStartup=

1 (Steam) or 3 (Varjo) seems to prevent the virtual environment from rendering when a scenario loads. VR needs to be disabled and enabled again to see the environment.

This also seems to be the case (no environment) when a scenario reloads (from a AC crash) and VR is enabled.
