Limited Aircraft with Elite

My school runs several sims with P3D v3 and elite 9.5. It seems elite only lets us use civilian aircraft. We are trying to use the f35 for a flying team but it physically will not let us use it. The files are in the aircraft folder but it won’t show up on the Elite selection screen.
