Are you able to right click on the Prepar3D.exe, select Properties, navigate to the Compatibility tab, and check the Disable fullscreen optimizations box?
Can you disable Game Mode in your Windows settings?

It appears that you have Navigation Visuals enabled.
In Prepar3D, on the top menu bar select Navigation -> Navigation Visuals. Uncheck Enable Facility Visuals.

Have you modified your hosts file?
Make sure there is no listing for secure.prepar3d.com inside the Windows hosts file.
