I was able to reproduce this using the Scenario Setup Screen as well, that was the missing link. I have a good idea what is causing this issue now, thank you.

Hey, I'm not to familiar with that .xml but I don't believe it should have any impact on the VisualFXTool.dll. You could backing up and try deleting your Prepar3D generated files inside your appdata and local. Followed by replacing the dll.xml to be exactly as the SDK suggest for the VisualFX Tool. ...

Hey, One is built by Prepar3D, and the other is a copy of that one that is shipped with the SDK. So I believe they should be identical. I suggested before you back up your core visualfx.dll and copy over it with the SDK one, then if it broke you could just put the old one back. If that does not work...
