I doubt VRAM usage is indicative of performance. Probably using high-res textures, higher AA settings, DSR etc will consume more VRAM.

What you should be looking at is GPU usage.

I recommend you the cpu with the best overclocking. This flight engine is very dependent of one core so if you can oc your cpu to 4.5 or even 5Ghz much better. You'll have more fps than other cpus. For example I use a i5 3570 (four cores) at 4.8Ghz and I have much better fps than my friends with i7...

So, you would recommend the i7-6850k 3.6ghz over the i7-6700k 4.0ghz? My two cents. Primarily you want to look for single core-performance, which is what matters most for P3D. The 4790k beats the 6700k by 10% in single-threaded performance. See - m It would beat the 6850k by even more bigger margin...
