Unlike Visa or Mastercard, American Express operates its own network, which means it charges vendors an additional fee to use American Express cards. Many merchants don't accept American Express because of that. Use a cheaper card. instead.

That's probably the best you can do. But remember, there are are serious errors within the original FSX data.

I've never seen that information. It may have not been not based on a specific AIRAC cycle - rather a combination.

I would not be surprised that AIRAC data? is whatever was built into FSX in 2006. Also AIRAC data is relaeased every two weeks. I doubt Lockheed Martin will process that that date and update Prepar3D every two weeks. Any users will really need it will pay from 3rd party suppliers.

To the best of my knowledge, Lockheed Martin's System Requirements for Prepar3D v2 are Windows 7 only. What did you hope Windows 10 would do to help Prepar3D?
