I am getting this in the FSL Airbus A320-X but not in the NGX with 382.05 and P3Dv3.4.22. I could reproduce it everytime at Gate C16 at EHAM (Flytampa) so i desided to move the clouds shadow cast distance down from 80nm to 40nm and object cast distance down to 3nm and water to low and it has stopped...

Also FSUIPC got it all together here with a 737 Throttletek sending it directly to calibrate and disabling axis inside P3D

Just want to say i am in the same boat with Windows10 , P3D3.0 and a 737 throttletek . Only from 1-63% throttle can be applied.

Everything works fine in 2.5
