This is not an issue, it is an appalling design choice, and is one of the main reasons why I have not upgraded to v.5, and remain on v.4.5 (it's there as well, as you say, but it's inexcusable that this has not been corrected for v5). Any aircraft. Are you familiar with DCS? They have a kneeboard implementation. It's basic and could do with improvement - but it does the job. There is a default kneeboard popup in P3D, but it's not available in VR. There should be the ability to have a kneeboard you can bring up in VR that you can ...

Behaviour is the same (or very similar) with the stock Blackhawk (Battlehawk) panels. If I resize the PFD, close the panel and reopen it, it goes back to its original size / ar.

If you move and size at runtime with keyboard and mouse, and save a scenario, the changes should save into the scenario.
