It doesn't.
You need a 3th party tool.
Very good and probably most used is ASP3D from HiFi Weather Simulations. I use it and it is the best you can get for P3D.

Not necessarily. LM default BGL AND some Addon BGL can both, independently, use big BGL data files which could cause this.
So even with a completely default P3D, zero addons, this stutter can appear.

So HF2 does not even solve the issue of the objects visible through the clouds? That's quite a big issue, that fortunately is visible only in few circumstances, when clouds are low...
