A little bit late to reply but I if you haven't built the system yet, you might be in some luck cuz the new Ryzen 3000 series looks promising. just have a look over youtube for 2019 Computex and AMD....

with that CPU ( capped or not, no matter ) and GTX 1070 I think that PSU is terribly a bad idea to put on a system like that! I am seriously going to follow this post, interesting because Exact same thing happened to me specially with 4.5 except it was CPU which after pausing ramped up to 100% and boosted a major FPS increase but after un-pausing the core usage dropped to 20-30% max and FPS dropped to slideshow ! currently...

I was able to confirm the drop in FPS and have reported my testing details to LM.

I would like to use RTSS as well and found the same issue with water set to ultra. If memory serves me right, it's the Triton library causing RTSS not to work. It's not a major bug as the simulator runs as such but the RTSS display can be very helpful at times for finding performance bottlenecks. K...

What is RTSS? "Set the water to anything but Ultra, close the sim and the launch the sim again and boom, its working again." Not all systems can run with P3D sliders near or at a maximum.
