Same for me I thought it was an Active Sky issue but I am not sure.
I’ve tested without active sky installed on a completely fresh installation of V5 HF2. Flashing Still occurs so this is a P3D issue, not active sky related.

I have been having the cloud flickering issue ever since updating to hotfix 2. I have tried multiple combinations of display, world, weather, and light settings. While i can seem to slightly reduce the amount of flickering, it is always there and there is a lot of it.
I even tried seeing if my video card was the issue but i can confirm that has nothing to do with it. The only difference that seems to be set in stone is that i didnt have the cloud flickering with hotfix 1 but i do now with hotfix 2. This has made the sim very hard to use in cloudy weather without making my eyes hurt. The only thing I havent tried yet is a full uninstall and reinstall of p3dv5. I would prefer to avoid this situation.

I tried reverting back to v5 hf1 and even standard v5.0 and still had the cloud issue with a clean reinstall

UPDATE-

I was able to get the cloud flickering to stop by making sure p3d was running evenly across my cpu cores. I have a 6 core intel processor with hyperthreading. after starting p3d, I went to Task manager>details>right click on p3d.exe> set priority to "high" and set affinity to every core except 0 and 1. Im aware different people have better luck with different affinity settings but I can at least say that using the affinity at all should at least help the problem.

Hope this works for everyone else.

how do i set the affinity for each of the cores and where do i find that on the task manager please?

start P3D > press ctrl+shift+esc for Task manager > details tab > (if necessary) click dropdown arrow next to your account name > right click on p3d.exe > set priority to high > set affinity with check mark next to every core EXCEPT 0 and 1.

I have an i7 2700k running without hyperthreading and had major issues with cloud flickering so I tried disabling core 0 and let it run on cores 1,2 and 3 and the flickering stopped, I then enabled core 0 after a few minutes and hey presto, no more flickering so it seem's once again that core 0 at startup is the issue and whatever the initial glitch is remain's untill it's disabled then enabled again, I had this issue way back with p3d V2 and used process lasso to disable it at startup, guess i'll be doing it again,

I can confirm that after setting P3dv5 priority to High and also unticking core 0 then re-ticking it after a few seconds, has stopped all periodic stuttering including cloud flashing, on my system.

Problem is why should we be having to do this in the first place?.

I'm running unlimited frames in sim and 3d settings capped at 60 frames. Without doing this every time, I still end up with core 0 pegged at 100% even though I am running unlimited frames in sim.

Something I feel is a miss, and needs rectifying so we don't have to jump through hoops to get a stable and smooth sim experience.

I have tried the above, as some users suggested. Set P3D to high priority and unticked core 0. Flickering still occurs, If not even worse than before!!!

Try unticking both core 0 and core 1 if you have a cpu that uses hyperthreading

HT is off, tried turning off CPU cores in different combinations, still get the flicker
