Some airfields will not generate traffic

I'm both modifying existing airfields and generating new ex WW2 RAF airfields in the UK.
When I run traffic generation I get no errors but some of them do not generate any flights, some a few and others lots.
I've checked the georefs, the ramp designation, there are no duplicate airfields, the aircraft parameters fit the ramp requirements. the runway lengths and widths are OK and their directions are along the set prevailing wind.
I've tried reordering the airfields, altering the ramp positions and I always get the same results. All the % traffic is set at maximum and now I'm stuck for ideas as to why.
I can supply the Airport, Aircraft and the log files if that helps anyone.
