Where do you get the SDK?

SDK supports Prepar3D’s philosophy of an open development architecture and encourages third parties to bring new innovations with improved add-ons and training content.

I have the Academic version but I want to try and make a photo scenery. Am I missing something or am I supposed to have the dev version?
