Can't load add-ons from correct path

In ContentErrors.txt, I get:

[error.0]
error=Error loading [Correct .dll]: The specified module could not be found.
[error.1]
error=Error loading "" from "[Correct path including .dll]".

And in Simconnect console, I get:

DLL Load Failed: Error=-1 Path= "[correct path including .dll]".

The dll loads properly on computers other than my own. it is 64 bit. I've tried uninstalling, deleting all files, and reinstalling.
