Dynamic lights question

why dynamic (spot)lights over-illuminate buildings making them superbright, while the ground-runway is barely illuminated?
There is nonsense relationship between vertiacl and horizontal surfaces when illuminated by dynamic lights.

Can you post screenshots of what you are seeing? Are you using any add-on content? Also do certain building types show this more than others?

Yes, this is true. Reflection of light hitting surfaces at a very flat angle is underrepresented. To get a visible effect we must overtune it currently, leading to problem with surfaces (building) which are lit with a nearly 90 degs angle.
