Making custom lighting appear during IMC

Where would I find how to make custom lighting appear during the day only during IMC? Is this even possible in P3D?

Write a custom app to place the objects, which allows you to read the weather data and control the objects display properties.

Thank you for the response LCSims. Too bad 99% of developers would never do this. This is supposed to be a simulation platform and yet people can't actually practice approaches in IMC because they can't see approach lights unless they use the default FSX lights.

There are developers who do that. I actually have a module that does that (among other things). A generally available version is in development from me and some other guys prepare a similar thing as well.
