There is no need to use symbolic links to move scenery to a different drive. All add-ons except those required to be in the P3D directory structure, and there are very few of those, can be installed about anyplace on your PC. The the addon section in the Learning Center.

You have to use a text editor that can edit UTC-16 unicode. The default Notepad that comes with Windows cannot and there are no settings in your pc that can change this. This is why I mentioned two possible solutions.

You should first look here at the LM published minimum system requirements: http://www.prepar3d.com/system-requirements/
It appears that you meet the recommended system requirements. I would not try to use the high resolution texture settings with that video card.

Perhaps you opened and saved the scenery.cfg file with a simplified text editor such as notepad, and this reverted the text encoding to windows default or UTF-8.
