Just a thought.
I use 4 monitors 3 in nvidia surround + 4th monitor for gauges.
No problem with frame rate unless using MSI afterburner or similar then if I undock the 4th monitor it cuts my frame rate in half.

If you have FTX Global Vector installed open the configuration tool/water textures and disable frozen surface, that should effect a cure.
