It turned out it was a problem in my own X file. So problem solved now.

Hi, When I compile an X file with material ZBias values for a non-PBR material with the v4.4 XtoMDL, the resulting MDL file does not seem to contain the ZBias values. Using the same file with the v4.3 XtoMDL gives a correct MDL file. Is this is a bug in XtoMDL or should the X file content be changed...
