It seems every time Pete is on holiday we get a new Prepar3d release, and need to wait for a new version of FSUIPC...

Best advice I can give you is to disable the controllers in P3D completely. It's just a simple checkbox, and only disables the addon controllers, not the default keyboard assignments. I know last night one person connected to it with his 1.4 install, but I never saw him either. It's probably safest to say you need the same version. It is interesting though that it doesn't straight off refuse the connection due to major version.

Is it there by default, as I didn't see one? If not can I just copy the one from FSX over, or are there specific lines that need to be in it for Prepar3d?

Remember that FTX Global REPLACES the default textures... So there isn't really any way to toggle them on and off.
