So Just to update for anybody else with issues. I bit the bullet and bought a RTX2080 to replace the 1660ti. At Busy Addon London Airports, Now seeing a constant 38FPS 37000ft anything up to a stable 92fps At Say Cancun or Athens (Payware) I get around 65fps. So GPU definitely was the bottleneck. So...

Hi Chris, Thanks for the reply. I will try the affinity mask to see if that helps the stutters. As for the GPU, you have mainly confirmed my suspicion as if I take the other monitors out of the equation I'm getting 70 - 80fps on the primary display. Now the crucial question.
