Or, the other possibility:

More than one add-on, from more than one developer, has the problem.

If it was a P3D issue, I should also see it, and in all my photoscenery add-ons. I don't.

I will take the liberty to quote myself:

"I have all the UTX sceneries for P3D plus a few freeware photoscenery add-ons, all qualified for P3D v. 4.5, and none of the issues described in this thread appear in any of these."

So, given this, is it a P3D problem?

In general every USB hub should be powered, otherwise you will put an additional demand on the computer's power supply, and if you daisy-chain unpowered USB hubs, there can be difficulties with power reaching the hubs furthest away from the computer in the daisy-chain. You should always run your flight simulators (not just P3D) as Administrator.

A rule of thumb is that if you get to 10% free space on a drive, it's time to either clean up or move stuff to another drive.

If this was the C: drive, then a reason why the installation cannot take place might lack of space for temporary files.

A boiled-down solution that has worked before, and do it in this order:

1. Download and install the DirectX Redistributables from Microsoft (free download)

2. Update your graphics adapter device driver to the latest level

3. Clean up your system's registry

Or an innocent small change that suddenly made all corner-cutting by the add-on manufacturers become obvious. A "kernelbase.dll" error is not a P3D error, it is a Windows error, and unfortunately it can have several causes - and solutions. You'll need to google that, and apply fixes as necessary for your particular situation. I had such an error about 6 months ago, googled it, applied the fix I thought best...
