Greyed Out Scenery Files

Hello

I want to be able to move my scenery in the scenery library around but of course the boxes for moving things up and down are greyed out and I cant remember how to change that. can anyone remind me? Thank you.

Hi I used to be able to move files up and down in the scenery library so as to place them in their proper order.
